Sheriff Milner
Sheriff Milner started his career in Law Enforcement in 1977 with the Starke Police Department. He has since served in many different areas. In 1984, he served as a Regional Coordinator for Criminal Justice Standards and Training with the Florida Department of Law Enforcement. In 1988, he became employed by the Bradford County School Board as a Criminal Justice Instructor. He was elected by the citizens of Bradford County as Sheriff in 1992 and has been re-elected for the last three terms. Prior to his law enforcement career, he worked 10 years with the Florida Department of Corrections. He received an AA from Lake City Community College and received a BA degree in Criminal Justice with a Minor in Public Administration from the University of Central Florida. He is a graduate of the Florida Criminal Justice Executive Institute Chief Executive Seminar and the National Sheriff’s Institute. Sheriff Milner graduated from the FBI National Academy in Quantico, Virginia in 1997. He has served on various boards during his career in law enforcement including, Florida Sheriff’s Association Board of Directors from 1996 through 2000; Chairman of the Board in 1999. He also served on the Board of Directors for the Florida Sheriff’s Youth Ranch from 1996-2003. After serving in 2003-2004 as Vice President of the Sheriff’s Association, He was nominated to serve as President for 2004-2005 year. In 2005, Sheriff Milner was elected to serve on the Criminal Justice Standards and Training Commission.
Major Pearson

Major Danny Pearson is the Director of Operations for the Sheriff’s Office. He oversees the following departments; Investigations, Corrections, Communications, Victim Services, Patrol and Information Technology, Training and Narcotics. Major Pearson is responsible for fleet management and all major purchases for the Sheriff's Office. In 2005, Major Pearson started the first S.W.A.T. team of the Bradford County Sheriff’s Office and currently serves as the Commander for that team. He recently completed and graduated from S.W.A.T. training school. He started his career in the Department of Corrections in 1980 serving in various management positions including Sergeant, Shift Lieutenant, Administration Lieutenant. He worked part-time for the Bradford County Sheriff's Office from 1988 to 1993. In 1993, he became a full-time employee and was appointed by Sheriff Milner as Chief Deputy.

Lieutenant Davis

Lt. Ron Davis was recently promoted to Patrol Commander for the Sheriff’s Office. He is responsible for the day-to-day operation of the Patrol Division. Lt. Davis has been in law enforcement since 1978 and brings years of valuable experience to the patrol division. He came to work with the Sheriff’s Office in 1989 starting as a Patrol Deputy working his way through the ranks, holding various positions including Patrol Sergeant and Criminal Investigations Sergeant, later becoming the Chief Investigator for the Sheriff’s Office. During his tenure, he has also conducted Internal Investigations and is currently the Training Coordinator for the Sheriff’s Office. Prior to his employment with us, Lt. Davis worked at the Inspector General’s Office where he supervised an investigative team of 12 investigators and 4 support staff. He has received extensive training in specialized areas of law enforcement including Homicide Investigations and Management Supervision. He has taught classes for Basic Recruit Law Enforcement and Corrections classes at Lake City Community College and Santa Fe Community College. Lt. Davis is currently pursuing his Bachelors degree in Criminal Justice from Kaplan College.

Lieutenant Russell

Lt. Gail Russell joined the Sheriff’s Office staff in May of 2006 on a part-time basis; he was recently hired as a full-time Administrative Lieutenant. Lt. Russell conducts pre-employment screenings and background investigations as well as internal investigations for the Sheriff’s Office. He oversees courthouse security, the civil division, and manages various special projects, as well as day to day administrative functions. He has a total of 37 years of law enforcement experience, including 15 years as Police Chief for the Green Cove Springs Police Department and had recently retired. Prior to becoming a Police Chief, he was employed by the Fernandina Beach Police Department where he served as an investigator and worked his way through the ranks to fill the role as Assistant Chief. He received his Associates degree from Vincennes University and an Associate of Science Degree in Criminal Justice from St. Johns River Community College. Lt. Russell is a graduate of both the Southern Police Institute at the University of Louisville and a graduate of the FBI National Academy in Quantico, VA. He is a certified Voice Stress Analyst (CVSA) and a state certified police and firearms instructor. He chose to come out of retirement to join the Sheriff’s Office staff. His level of experience lends both practical and administrative expertise to the agency.

Brad Carter

Brad Carter joined the Sheriff’s Office in 2006.  As Jail Administrator, he is the Chief Administrative Officer and is responsible for all aspects of the jail. Mr. Carter has previously served as Regional Director for the Florida Department of Corrections as well as Warden of four major Correctional Institutions, to include the Florida State Prison. Mr. Carter holds a Master of Science degree in Criminal Justice from Rollins College , a Bachelor of Science degree in Criminology with a Certificate in Corrections and a Certified Public Manager designation from Florida State University.  Mr. Carter has also attended extensive management training at the National Academy of Corrections.
